A Terms of Reference (TOR) is a formal document that defines the scope, objectives, deliverables, and eligibility requirements for a specific consultancy or procurement assignment. The Investment in Digital and Creative Enterprises (iDICE) Programme is a Federal Government of Nigeria initiative implemented by the Bank of Industry (BOI) to strengthen Nigeria’s technology and creative sectors through skills development, enterprise support, and access to finance.
